Harvey joins Scarlets from the Bath Academy having impressed following two loan spells in west Wales during the 2025-26 season. Having grown up in North Wales, Harvey played his junior rugby for Mold RFC and went on to be capped by England at U18s, where he was named in the NextGenXV list of leading U18 players in the world. Was also part of the England U20s squad for the World Cup in South Africa, only for injury to end his tournament prematurely. He is qualified for Wales through his grandmother.
